Advanced automatically as group winner or runner-up. The eight best third-placed teams also went through.

How qualification worked

Twelve groups of four, three matches each. Group winners and runners-up advanced automatically, which accounts for twenty-four of the thirty-two knockout places. The remaining eight went to the best third-placed teams, ranked across all twelve groups on points, then goal difference.

That last rule is what made the expanded format work at all, and also what drew the criticism: finishing third in a group of four was frequently enough to stay in the tournament.
